Virgin Atlantic to stop Kenya flights by Sept

British airline Virgin Atlantic plans to withdraw flights between Nairobi and London by September due to low passenger numbers, high fuel costs, and increasing aviation taxes in Britain. Virgin Atlantic, majority-owned by billionaire Richard Branson's Virgin Group, launched the Nairobi-London route in 2007. Since then British Air Passenger Duty has risen by over 100 percent, it said in a statement on Wednesday. Fuel, a major cost for airlines, prone to vagaries of high international oil prices, has soared more than 50 percent during the period, the company said. "These are still challenging times for the airline industry and we have to deploy our aircraft to routes with the right level of demand to be financially viable," Julie Southern, chief commercial officer at Virgin Atlantic said. The last Virgin Atlantic flight from London's Heathrow will be on September 23, while that from Jomo Kenyatta International Airport, Kenya's main air gateway, will be a day after. The airline flies five times a week to Kenya, and also operates in four other African routes, including Lagos, in Nigeria, Cape Town, Johannesburg in South Africa and Accra, the capital of Ghana. - (Reuters)

Bank England governor warns of eurozone crisis 'storm'

The Bank of England has cut its growth forecast for this year to 0.8% from 1.2%, saying the eurozone "storm" is still the main threat to UK recovery. The eurozone was "tearing itself apart" and the UK would not be "unscathed", said its governor Sir Mervyn King. He also confirmed that the Bank has been making contingency plans for the break-up of the euro. The rate of inflation will remain above the government's 2% target "for the next year or so", the Bank said. Sir Mervyn was presenting the Bank's quarterly inflation report. He told a news conference that the euro area posed the greatest threat to the UK recovery, and there was a "risk of a storm heading our way from the continent". "We have been through a big global financial crisis, the biggest downturn in world output since the 1930s, the biggest banking crisis in this country's history, the biggest fiscal deficit in our peacetime history, and our biggest trading partner, the euro area, is tearing itself apart without any obvious solution. "The idea that we could reasonably hope to sail serenely through this with growth close to the long-run average and inflation at 2% strikes me as wholly unrealistic," Sir Mervyn said.

 

A 'mess'

Andrew Balls, the managing director in London of global investment firm Pimco, said it was reasonable for Sir Mervyn and other policymakers to plan for a Greek exit. "Yes, maybe they should plan for an exit, but the thing is, speculating about it can make the event more likely, so the Europeans really do have a mess there," he told the BBC. "If Greece is to slide out of the euro and collapse, how are they going to protect Ireland, Portugal, Spain and Italy?" Separately, Prime Minister David Cameron also spoke of the financial storm clouds across Europe, warning that eurozone leaders must act swiftly to solve its debt crisis or face the consequences of a potential break up. He said during Prime Minister's Questions in the House of Commons: "The eurozone has to make a choice. If the eurozone wants to continue as it is, then it has got to build a proper firewall, it has got to take steps to secure the weakest members of the eurozone, or it's going to have to work out it has to go in a different direction, "It either has to make up or it is looking at a potential break up. That is the choice they have to make, and it is a choice they cannot long put off." The Bank's report said, however, that the eurozone crisis was not the only issue weighing on the UK economy, with volatile energy and commodity costs, and the squeeze on household earnings also having an impact. It all meant that the UK economy would not return to pre-financial crisis levels before 2014, Sir Mervyn said. Nevertheless, he remained optimistic about the longer term. "We don't know when the storm clouds will move away. But there are good reasons to believe that growth will recover and inflation will fall back," he said. On quantitative easing, he said that no decisions had been made whether or not to continue pumping money into the economy. The last stimulus programme was still "working its way through the system".

The Commercial centre

The commercial centre will be the most upmarket part along Namanga Road. It will have offices connected to high speed internet. There will be a member’s only club with several gyms, tennis court and a basketball court. The commercial centre will include offices, shops and restaurants (4).

 

 

Plot allocation

Plot allocation will be in two phases. Phase 1 will be for those who have paid in full and those who have paid at least 50% of their plot value. 21 buyers have are in this category.

Phase 2 allocation will be for everyone else. This will be done online via a website being designed and it will take place on the same day. Every buyer will get a log in name and password two weeks in advance.

Things that will get you arrested in Dubai

The Sun has reported that a British woman is facing the possibility of three years in prison in Dubai, after a taxi driver accused her of having sex with a fellow passenger in the back of his cab. The woman, 27-year old recruitment consultant Rebecca Black, told The Sun she had spent five days behind bars before being released on bail. She denied the allegation, saying she was alone in the cab and instead arrested for drinking a bottle of beer, which is also illegal in the UAE. Of course she's not the first Brit to wind up behind bars or deported because they're not clued up about United Arab Emirates laws. According to the Foreign Office, 1.1 million Britons visited the UAE last year and 294 of them were arrested or detained by police - making it more likely to happen there than in any other country in the world. So if getting banged up abroad is on your 'to do' list of life experiences, here are some easy ways to break the law in Dubai...

 

Do some dirty dancing
Ever thought your dance moves ought to be illegal? Then head to Dubai, where they just very well might be. Unless you're at a licensed club or in the privacy of your hotel room then dancing is considered indecent and provocative and could get you arrested. During Ramadan you won't even find a dancefloor to throw some shapes on risk-free - dancing, loud music and live music are forbidden during the ninth month of the Islamic calendar, so nightclubs usually close and all the bands go on holiday.

 

Give someone the finger
Back home it's just a bit rude but making insulting gestures in Dubai is regarded as obscene and totally unacceptable – as 56-year-old Brit Simon Andrew discovered in 2010 when he was accused of showing an aviation student his middle finger during a row and was arrested. He denied flipping the bird but had his passport confiscated for eight months as bail surety. It has been known for offenders to get a six-month sentence for such an act and some have been deported.

 

Have sex on the beach
For a surefire way to wind up behind bars, break a couple of laws at once. Because of their strict laws about indecency, public sex is beyond unacceptable. Do it with someone you're not married to – a crime that entails prosecution, imprisonment and/or a fine and deportation – and you're firing on all cylinders. Michelle Palmer, 36, of Oakham, Rutland, and Vince Acors, 34, of Bromley, London, did just that in 2009 and were banged up for three months before being deported, as well as fined 1,000 dirhams (about £180).

 

Snog in a restaurant
Don't assume you have to go all the way to infringe on their decency regulations – the law extends to kissing and even holding hands, unless you're married. British marketing executive Ayman Najafi and Charlotte Adams – both in their 20s - were arrested and accused of public indecency after an Emirati woman claimed they exchanged a passionate kiss in a restaurant. They were given a one-month jail sentence for public indecency and illegal drinking, fined 1,000 dirhams, then deported. The pair maintain it was merely a peck on the cheek.

 

Drink Sex on the Beach
Buying drinks in licensed hotels or bars is allowed but drinking – or being drunk – is illegal in public. You'll stand out particularly well in the resort of Sharjah where booze is banned full stop, apart from for residents with a licence to drink at home. It is also an offence in the UAE to drink and drive, no matter how tiny the amount. If you're arrested on alcohol-related offences you'll likely be jailed while you await trial and penalties entail hefty jail sentences and large fines.

 

Smoke some wacky baccy
Drugs are almost always a law breaker, but Dubai is about as far from Amsterdam as you can get. Possession and consumption is treated very seriously in the UAE and possession includes anything in your system, so even if you have a cheeky joint before you get on the Dubai-bound plane you could end up falling foul of their regulations, and wind up with their mandatory minimum of four years in jail.

 

Other laws you should know about
Shopping in shorts could attract attention from the authorities. Unless you're on the beach or by the pool, then anything tight, transparent, short or displaying your stomach, shoulders or back if you're a woman, is considered indecent. Same if you're a man in shorts or displaying a bare chest. Photography of certain government buildings is also illegal, as is perusing any form of pornographic material. If all else fails, smuggle in a bacon sandwich – pork is banned – and a poppy seed roll will add to the criminality of the action, as poppy seeds are also on the UAE's forbidden list.

Police in Mombasa nab blast suspect

Police Commissioner Mathew Iteere says police have intensified the search for the two unknown assailants in Tuesday's grenade attack in Mombasa that left one person dead and six others injured. One suspect has already been apprehended.  The  incident that occurred barely 12 hours after another near Daadab Refugee camp that left a police officer dead and four others injured, has piled pressure on the police to work harder in ensuring culprits are brought to book. Police Commissioner Mathew Iteere says the attackers appeared to have had their mission well cut out going by the pistol and rounds of ammunition found at scene.  Those who sustained injuries are receiving treatment at the Coast General and Aga Khan Hospitals.  Eye witnesses said they saw at least three critically injured people being taken away from the crime scene.  The Kenya Red Cross says a total of five people sustained injuries during the attack and were rushed to the Coast General Hospital and the Aga Khan Hospital as rescue operations continued. 

Police arrived at the scene immediately, evacuated the building before sealing off the hotel.  A pool of blood marked the entrance to the club, and spent cartridges and grenade shells were spotted near its gate. No group has so far claimed responsibility for the attacks. This comes as live ammunitions were recovered Tuesday in Garissa town barely 100 meters from a nightclub where five people perished after a grenade attack in the New Year's Eve. Residents rushed to see the deadly baggage hidden in a black polythene bag. Confirming the incident, Garissa OCPD Felix Munyambu said that police who were informed of the incident moved with speed and successfully recovered the illegal goods. The country has witnessed a spate of grenade attacks in recent months in Nairobi and in northern Kenya, the latest being at a church in Ngara in Nairobi. The Kenyan authorities often blame such attacks on al-Qaeda-affiliated al-Shabab rebels from neighbouring Somalia. Kenya sent hundreds of troops into Somalia last year after a wave of kidnappings, including those of four Europeans on Kenyan soil, blamed on al-Shabab.

Ngara suspect

And in a Nairobi Court, a suspected assailant of a grenade attack at a church in Ngara arrested by Kigumo residents earlier this month has pleaded not guilty to the charges. Ibrahim Kibe Kagwe was charged with six counts of causing bodily harm and one count of being a member of Al Shabaab. He was released on a 500,000-shilling cash bail and three sureties of a similar amount pending hearing on 20th of June. The rising trend of grenade attacks in the country also saw parliament blaming the Internal Security ministry for not doing enough to nail the culprits.

 

Court blocks Matemu’s appointment

A few days after President Kibaki appointed Mumo Matemu as the Chairman of Ethics and Anti Corruption Commission following parliamentary approval, a Nakuru Court has blocked  his appointment pending determination of a case filed by a human rights group. In its petition, the Trusted Society of Human Rights Alliance said the process of appointing Matemu was illegal and unconstitutional. The matter was however referred to Chief Justice Willy Mutunga who is expected to appoint a special bench to hear the case. Last week's parliamentary approval of  Matemo as the chairman of the Commission and  Professor Jane Onsongo and Irene Keino as members of the anti graft body and their subsequent appointed by the president  appeared to have put the debate to rest. Nakuru High Court Judge Mathew Emukule ruled that there were serious allegations raised against the Executive and Parliament over Matemu's appointment, hence the need to halt it.

A Kenyan lady has passed away in Athens, Greece. Student migration cuts cost UK economy at least £4bn

A leading think tank has warned that the decision by the British government to include international students in its drive to cut net migration will cost an annual amount of £4bn to £6bn in benefits to the countrys economy. The Institute of Public Policy Research (IPPR) has accused the Tory-led government of putting short-term political aims above concerns over long-term migration, criticizing it for playing an immigration numbers game by including overseas students in its migration net count. Calling for the UK government to switch to a "more rational method of measuring student migration flows", the IPPR report said Britain needs to take international students out of the 'immigration' numbers game, which is damaging our universities and colleges, our economy and our international standing.  The UK Home Office ministers introduced curbs on the 400,000 overseas students who come to Britain each year to study, aiming to reduce annual net migration from its current level of 240,000 to the tens of thousands by 2015, rejecting demands by Universities UK and the National Union of Students (NUS) to exclude overseas students from the long-term migration figures. "If the government ignores these arguments and persists with the current method of measuring students for the purposes of meeting its net migration target in 2015, it must admit that it is placing short-term political considerations above a genuine concern with long-term net migration," said Sarah Mulley, the IPPR's associate director. Nothing else works

We read in John 21:1 ‘. . . . Jesus showed himself again to the disciples at the Sea...' The disciples, experienced fishermen, fished all night and caught nothing. We all know what that feels like, right? Next morning Jesus appeared on the shore and said, '...Cast the net on the right side of the boat...' (John 21:6 NKJV). When they did they caught so many fish their net broke. This story teaches us three things about Jesus: 1) Usually, you find Him at the end of your struggle. As long as you think you can do it on your own, He will let you try. And as long as what worked for you before is still working, you won't reach out to Him for help. It's only when you run out of answers that you discover it's '...Not by might, nor by power, but by my spirit saith the Lord...' (Zechariah 4:6). 2) He never takes His eye off you. '...When the morning had now come, Jesus stood on the shore; and yet the disciples did not know that it was Jesus' (John 21:4 NKJV). They couldn't see Him, but He could see them. In spite of your emotional upheaval, your disappointment in those you trusted, and the futility of your own efforts, you're never beyond His care - or His reach. 3) He invites you to come and dine. Only after He fed them and had fellowship with them, did they recognise Him. At that point their doubts dissolved, their faith was renewed and they were empowered to go out and do His work. It's back to basics! The answers you seek and the strength you need can be found only by feeding on God's Word and fellowshipping with Him in prayer. Simply stated: nothing else works.

A BEAUTIFUL FRANKFURT AIRPORT

Frankfurt is a beautiful and well organised airport. The airport has a large recreational facilities for both adults and children. You pay a few euros and you are taken for a tour round the airport. The airport is equipped with two terminals - one and two which are serviced by several trams. In some areas the trams travel on rooftops as they negotiate their way through the airport buildings. (see photo on right). When entering the airport, you pass through immigration then down to shopping area and lastly you go through security which is done on individual gates as you enter the plane.

 

 

 

Will Safaricom answer its billion-shilling calling?

After announcing a 47 per cent drop in half-year net profit last year, Safaricom’s top management was faced with the giant task of rallying revenues through the second half of the year to boost the company’s full-year performance. The measures that were put in place seem to have stemmed the decline and the company last week surprised investors when it announced a modest four per cent drop in profits for the year ended 31 March, 2012. Analysts had predicted a bigger decline, mostly because of the impact of the poor performance in the first half. “Performance in the second half may have been better but the poor results in the first half will pull down the full-year results,” Mr Eric Musau, a research analyst at Standard Investment Bank, said a day before the results were announced. Revenues went up by 12.8 per cent to Sh107 billion, compared to Sh94.8 billion the previous financial year. Customers, on the other hand, grew by 11.0 per cent to 19.1 million, from 17.2 million in 2011.

Saved from sharp dive In an interview, Safaricom’s chief executive Bob Collymore told Smart Company that a 33 per cent increase in voice tariff in October saved the company from a sharp dive in performance. “Coming from the first half, we knew it required intelligence and hard work to deliver in the second half, and most people did not believe we could swing it the way we did. “An unpopular decision is what saved the company from making a further dip in profits. It was not easy, but right decisions are always hard to make,” said Mr Collymore. Voice revenue grew by 6 per cent to Sh69 billion, from Sh63 billion in 2011. With this cash stream falling across the telecommunication industry amid rising competition, data has been touted as the next money-making avenue.

Safaricom’s total data revenues grew by the second biggest margin — 26.4 per cent — to reach Sh31.2 billion. “We will continue investing in network coverage and capacity improvement to cater for growth in the use of broadband,” said Mr Collymore.  He added that the company would build its own fibre optic network over the next four years to augment the current capacity that it leases from other providers. The management seems to have realised that the company should have invested in fibre at the time it was busy growing its 3G network. “The investment will increase their capital expenditure but in three years, it will reduce the company’s operational costs significantly and boost service quality,” said Ms Rebecca Wanjiku, a technology commentator. According to telecommunications analyst Thomas Makau, Safaricom seems to believe that data usage from mobile handsets is where the money is, and not USB modems.  “They have been reluctant to offer cheaper modems to the market but have been very aggressive on cheaper smart phones such as IDEOS,” he said. The company has scrapped the unlimited data packages to focus on fixed data, saying the unlimited bundles resulted in service degradation and revenue loss. - Daily Nation.

Muthaura and Ruto to skip Hague meeting

Eldoret North MP William Ruto and former Civil Service head Francis Muthaura will skip next month’s meeting at The Hague to set ground rules for their trial. It was not clear whether Deputy Prime Minister Uhuru Kenyatta, who is also facing charges of crimes against humanity, will attend the meeting, known in International Criminal Court (ICC) parlance as a status conference. Sources said Kass FM radio presenter Joshua arap Sang will attend the meeting, whose timing indicated that the trial of the four accused was likely to start before the end of the year. The four are accused of planning, financing and executing the 2007 post-election violence in which 1,133 people were killed and more than 500,000 driven from their homes. The ICC’s Trial Chamber judges have set June 11 and 12 as the dates when the trial dates of two cases facing the four Kenyans will be announced. The conference for the case involving Mr Ruto and Mr Sang is on June 11 while that of Mr Kenyatta and Mr Muthaura will be held the following day. Both meetings will begin at 2pm Kenyan time but the four suspects will not be required to be at The Hague in person. Sources said Mr Ruto and Mr Muthaura would be represented by their lawyers. The dates were first reported this week by the Sunday Nation although official communication was released on Tuesday.  - Daily Nation.

 

 

Greek Deadlock: New Elections Planned

Greece is to hold a new election in June after days of talks between politicians failed to resolve the country's political deadlock. The Athens Stock Exchange initially plunged 4.86% on the news before recovering slightly. The decision comes nine days after the initial election left an inconclusive vote, prolonging a political crisis that pushes it closer to bankruptcy and departure from the euro. After a third day of failed talks with political leaders, a spokesman for President Karolos Papoulias said the process of seeking a compromise had been declared a failure and a new vote must be held. He did not immediately give the date for the new vote, but elections rules suggest it will be in mid June. A caretaker government would be formed on Wednesday, the spokesman said.

Kenya's energy regulator raises petrol, kerosene price

The Energy Regulatory Commission has upgraded their last review citing a rise in international crude oil prices and the landing cost.  Super Petrol in Nairobi will now retail at 121.13 having rose by 2.63 shillings while diesel reduced minimally by 36 cents to 108.44 shillings. Kerosene will also retail almost a shilling higher after rising by 72 cents to 87.00 shillings. The increment has come as no surprise to many who have been following the happenings in the international front where there have been worries on the supply of the commodity as tensions between Iran and the west continue.  As a reaction to Iran's sentiments that any aggression by the west would lead to the closure of the strait of Soyuz, a channel where 20% of the world's oil passes, fuel prices surged higher to trade at $126.99 a barrel.  As a result motorist will have to pay for the cost of a globalized village. Landing cost over the same period went up in petrol and kerosene by 2.93% and 0.75% respectively.  Landing cost for diesel over the same period went down 2.34%. Petrol will retail cheapest in Mombasa at 117.85 shillings a liter while in Nairobi it is 2.63 shillings more to sell at 121.13 with the highest being Mandera at 133.65 shillings.  Diesel will sell in Mombasa at 105.20 Nairobi at 108.44 and Kisumu at 122.84. And with the rains pounding various parts of the country Kenyans depending on biomass have no option but to source the more expensive kerosene which is now 0.72 shillings higher.  Kerosene is thus retailing in Mombasa at 84.20 Nairobi at 87.00 and Eldoret at 88.78. Kenyans can however be more hopeful next month as the next supply which will reflect crude oil prices in April is down 121.20 a barrel, 4.56% decrease with petrol seeing the largest dip of 2.93%.  The exchange rate could however reduce the end benefit with the shilling having weakened from 82.82 to 83.34 over the same period against the dollar.

No breakthrough in Greek coalition talks

Negotiations on forming a new Greek government have ended after an hour but will resume on Tuesday. Three previous attempts to form a government have failed. If the parties cannot agree on a coalition, new elections must take place next month.  The left-wing Syriza bloc - the second largest in parliament - did not attend the talks, saying it would not join any coalition making further cuts. Syriza rejects the terms of the EU/IMF bailout, which demand more austerity. "Things are very difficult. I'm not optimistic," said Evangelos Venizelos, leader of the Socialist Pasok party, after the talks, according to the Reuters news agency.  A majority of Greek voters backed parties opposed to the austerity needed to meet the terms of the 130bn euro ($170bn; £105bn) bailout agreed with the EU and International Monetary Fund (IMF). European markets and the euro fell sharply on Monday. The euro stood at $1.2845, down 0.54% from Friday.  The leaders of the centre-right New Democracy, Pasok and moderate Democratic Left parties arrived at the presidential palace shortly after 19:30 (16:30 GMT) on Monday for talks. They left an hour later. President Karolos Papoulias called another round of talks for Tuesday, to include all parties except the far right. Mr Papoulias has proposed a technocratic government.

The moderate Democratic Left party in Greece says it will not join pro-bailout parties in a coalition without the more radical far left Syriza. The Greek president has called the four main parties, including the centre-right New Democracy and the Socialist Pasok, to try to form an emergency government to avoid new elections.  But Syriza said it would not attend because it could not back any coalition which supported austerity. A majority voted against last week.  "No unity government can emerge," Fotis Kouvelis, head of the Democratic Left party, told Greek television. "A government without Syriza would not have the necessary popular and parliamentary backing," said Mr Kouvelis.

Osborne Attacks Greece Euro Exit Fears

The Chancellor has attacked some eurozone countries for hinting Greece could be kicked out of the euro - on a day Europe's main stock markets plummeted. Political uncertainty in Greece has cast doubt over the debt-laden nation's future membership of the single currency. European central banks have begun publicly talking about managing Greece's exit and a break-up of the 17-nation shared currency zone. Luc Coene, central bank governor of Belgium, said "an amicable divorce... would be possible". Patrick Honohan, Irish central bank governor, told a conference in Estonia: "Things can happen that are not imagined in the treaties. "Technically, it (a Greek exit) can be managed… It is not necessarily fatal, but it is not attractive." Chancellor George Osborne said: "The eurozone crisis is very serious and it is having a real impact on economic growth across the continent, including in Britain.

Manchester City in Premier League title victory parade

Tens of thousands of Manchester City fans have lined the streets for a victory parade celebrating the club winning the Premier League title. City clinched the championship - their first since 1968 - with a dramatic 3-2 win over Queens Park Rangers on Sunday, pipping local rivals Manchester United. The players arrival at Manchester Town Hall, where the parade started, was met by rapturous applause from City fans. They then set out on a 1.8-mile open-top bus parade through the city centre. Before boarding the bus, the players thanked the supporters before the team held the Premier League trophy aloft to the crowd, accompanied by Queen's We are the Champions. Captain Vincent Kompany told the fans in Albert Square: "We want to say thank you to you guys. Thank you, thank you, thank you."

Only one in five eats five a day, poll suggests Just one in five Britons eats the recommended five portions of fruit and vegetables a day, a poll for World Cancer Research Fund (WCRF) suggests. The Department of Health first launched its five-a-day campaign in 2003. But the WCRF says its survey of more than 2,000 UK adults shows people still find achieving that goal difficult. It is urging people to eat "just one more portion" for a healthier diet, which would increase cancer protection. The YouGov survey for the WCRF found that, on average, 17% of lower income households (social groups C2, D and E) eat at least five portions per day, compared with 27% for those in higher income groups. Fruit and veg consumption levels were lowest in the north of England, where 18% had five or more portions daily. The highest levels of consumption were reported in the south of England, where 26% said they ate at least five portions.  In London, it was 21%, in Scotland 22% and in Wales 23%. Kate Mendoza, head of education for the WCRF, said: "These figures show that many people are still finding it difficult to follow the healthy eating message.

 

"Getting at least five portions of fruit and vegetables a day is the building block of a healthy diet. Not only are fruit and veg a good source of nutrients, they also tend to be low in calories and full of fibre and so help us maintain a healthy weight. "A diet based on plant foods, such as wholegrains and pulses as well as fruit and vegetables, can reduce cancer risk as research shows they protect against a range of cancers. Recent research has confirmed that foods containing fibre reduce the risk of bowel cancer. "Although people are more aware of the significance of eating five a day than they used to be, it is clear that there are still barriers to incorporating plant foods into our daily diets," she added. The charity is holding an awareness day, "Fruity Friday", on 18 May as part of Cancer Prevention Week. A Department of Health spokesperson said: "We know we need to do more to encourage people to eat their five a day and help prevent diseases like cancer.  "That is why, through our Change4Life campaign, we invested around £10m last year on encouraging healthier lifestyles. This included things like the Supermeals campaign which promoted five a day by giving recipe ideas and money off fruit and vegetables in retail stores."

 

Yahoo CEO Thompson quits his post

The chief executive of computer firm Yahoo has stepped down, amid accusations that a fake computer science degree was included on his CV. The California-based company confirmed media reports that Scott Thompson had quit his post. He has been replaced by Yahoo's global media head Ross Levinsohn. The firm is also reportedly close to agreeing a truce with activist shareholder Daniel Loeb, who discovered Mr Thompson's mistake. Mr Loeb, a hedge fund manager who lobbied for Mr Thompson's dismissal, is set to be appointed a company director. Other new directors will also be appointed and Yahoo has named Fred Amoroso as the new chairman of its board.

Share Warren Buffett's Success With Tesco

He’s the world’s greatest living trader, but there’s only one British share Warren Buffet owns – and it’s not doing very well right now. Tesco isn’t having the best of times. Its profits fell for the first time in 20 years according to the supermarket’s latest results, its credit rating has been downgraded and its market share is under threat from all sides as discount supermarkets like Aldi and Lidl grow at the bottom, Sainsbury’s expands in the middle and Waitrose grows at the top.  All that bad news means the company’s share price is bumping along at levels not seen for three years. But all that is just dust in the wind to Warren Buffett. In fact, so confident is the world’s third richest man that Tesco (LSE: TSCO.L - news) is the only UK stock he owns, and he owns a lot of it. Warren Buffett is a legend of investing, and it's impossible to seriously argue with his success -- a $40 billion personal fortune, plus an investment company that has produced annual gains of close to 20% for well over 40 years, making its shareholders very happy. So how did he do it? By buying great companies at reasonable prices. And that’s what he must think Tesco still is.
 

What makes a company great?

There are a number of factors that Buffett looks for in a business before buying, such as a very strong brand identity (usually associated with a dominant market position), together with consistent or growing profit margins and high returns on capital -- all of which can give a company a huge 'economic moat' to protect it from competitors. On top of that, Buffett looks to buy such companies at a significant discount to their real value -- companies that, for whatever reason, the market doesn't currently love, but whose true value will eventually be reflected in their share price. As Benjamin Graham, Buffett's early mentor, famously wrote: "In the short term, the stock market behaves like a voting machine, but in the long term it acts like a weighing machine". In the end, it's the weight that counts.

Buy what you understand

Buffett also prefers to buy businesses he understands -- companies such as retailers, banks and manufacturers. He's notorious for shunning the tech sector, with the notable exception of IBM (NYSE: IBM - news), whose clear business strategy he really likes and prompted a recent $10 billion investment! True, this meant Buffett missed out on potentially making lots of money in the dotcom boom of the late 90s. But it also meant he avoided losing lots of money when the bubble burst in March 2000. And he really likes companies that pay a reliable dividend. Buffett may only be on a modest salary -- spectacularly modest as CEO salaries go -- of $100,000, but last year that was supplemented by about $60 million in dividends from his personal share portfolio. Buffett's approach to investing has led to him buying into high-quality companies such as Coca-Cola , American Express (EUREX: AXPF.EX - news) , Proctor & Gamble and Wal-Mart. Better still, he bought them at what he believed to be bargain prices.

So why Tesco?

Warren Buffett rarely invests outside of the US, so when he chooses to buy into a UK company, it's definitely time to take notice. As part of Buffett's holdings, Tesco -- of which the billionaire now owns just over 5% -- is keeping company with some very illustrious stocks. Is the UK supermarket up to that challenge? Buffet obviously thinks so. Even allowing for the slight fall in yearly sales, Tesco still dominates the British supermarket sector. And the group's international diversification is providing support during the UK economic downturn -- now officially a double-dip recession. Tesco's group profit is still increasing (up 1.3%), as are its earnings per share (up 7%), cash flow (increased 4%) and its dividend, which was raised to 14.76p per share -- supporting a healthy yield of 4.6% at 322p. In other words, Tesco firmly ticks lots of Buffett's boxes.

Exactly the right time to buy

Despite all of that positive news, the market has fallen out of love with Tesco, notably City super-investor Neil Woodford, who has sold all of his funds' holdings in the company. As result, Tesco's shares are now trading about 20% lower than they were this time year. Prime Minister Raila Odinga has rejected President Kibaki’s

appointment of 47 county commissioners

Prime Minister Raila Odinga has rejected President Kibaki’s appointment of 47 county commissioners, saying he was not consulted. He also wondered what their job would be since the Constitution says it’s governors who will be running counties. The Commission on the Implementation of the Constitution (CIC) said the appointments should be done afresh because the President did not follow the spirit of the law in making them. Five Orange Democratic Movement Cabinet ministers have also opposed the selection, many arguing that they were not fair to all tribes. On Sunday, Mr Odinga’s spokesman, Mr Dennis Onyango, said: “The PM says he was not consulted. He also does not understand what their specific roles are because the Constitution says that governors will be in charge of the counties. He feels their appointment is a recipe for chaos in the counties,” Mr Onyango stated. While making the appointments on Friday, State House explained that they were in line with Section 17 of the Sixth Schedule of the Constitution. The sections says: “Within five years after the effective date, the national government shall restructure the system of administration commonly known as the provincial administration to accord with and respect the system of devolved government established under this Constitution.” The county commissioners will coordinate security, national government functions and delivery of services, according to the announcement from the President Press Service (PPS).

Not transparent

“In this regard, President Mwai Kibaki has appointed County Commissioners to undertake coordination of National Government functions in the 47 counties,” said the PPS. But Mr Nyachae, in an interview with the Daily Nation, argued that the appointments were not transparent.  “Section 17 is clear that the restructuring must accord respect to the devolved system of government and Constitution. . . To purport to address the issue without transparency, public participation and an agreed legal framework offends the Constitution,” he said. Mr Nyachae said the restructuring of the provincial administration must clearly define the officials’ relationship with other offices such as county governors. It should also involve other interested parties, such as his commission and Parliament. He argued that the “national government” mentioned in the law will only be put in place after the next elections and currently the country is run by a central government. On Saturday, Cabinet ministers Dan Mwazo (Tourism), Amason Kingi (Fisheries), Otieno Kajwang (Immigration), Franklin Bett (Roads), Fred Gumo (Local Government) said the appointments favoured the Mt Kenya region. “It is disappointing to see that the one region has 10 commissioners while some did not get a single slot,” Mr Kingi complained. Internal Security assistant minister Orwa Ojodeh defended the list, saying the commissioners were picked on merit. - Daily Nation.

 

How Manchester City won the Premier League title

One of the most enthralling Premier League seasons in history went down to the final minute as Manchester City snatched the title from Manchester United in stoppage time against QPR. It was a season full of twists and turns with plenty of drama off the pitch as well as on it, but in the end it was the blue half of Manchester celebrating their first league title since 1968. We  looks back over the past 10 months and picks out some of the moments that shaped the destiny of the championship. Manchester City boss Roberto Mancini says his side deserved their Premier League crown after snatching the title with a dramatic 3-2 win over QPR. City scored two stoppage-time goals to get the win they needed to pip Manchester United on goal difference.

"We have beaten United two times, we have scored more than them and conceded less so we deserve it," Mancini said. "I never gave up. It was a crazy finish to the game and the season but the best team won the title." Mancini publicly wrote off his side's chances when City trailed United by eight points on 8 April but says that privately he never lost hope. "When I said the title was over a few weeks ago it was because I wanted to take the pressure off," Mancini explained. "I was sure we would have another chance. We now need to improve and I am very happy because for an Italian to win the title here in England is fantastic for all Italian people." While United faltered, Mancini's side won their last six games - including vital wins over their neighbours and Newcastle in the past fortnight - to draw level on points at the top of the table. That left City knowing a a victory over QPR on Sunday would deliver a first league title since 1968. City led 1-0 at half-time but QPR hit back with two second-half goals and, even after the visitors had Joey Barton sent off, the home side could find no way through against the 10 men.

One person dead, several missing after Mathare floods

One person was killed and several others reported missing in Mathare slums, Nairobi after the area was hit by flash floods at dawn on Sunday 13th May, 2012. The body of the middle aged woman was pulled out of the raging water at about 9am in Mathare 2A as police alongside Kenya Red Cross officials launched a search in the area. The area experienced flash floods following heavy rains that were received in Kiambu region. Ironically, Mathare did not experience rains in the preceding four days. Starehe OCPD Aphiod Nyagah said the body of the woman was taken to the mortuary after it was found downstream. Mr Nyagah said they rescued two other people from the water as they continued with their rescue and search mission. “One of the women was found hanging on the river bank and rushed to Kiambu hospital where she is admitted. Several houses have been submerged by water coming from Ruaka and Kiambu areas,” said Nyagah. - Sunday Standard.

Two UK Soldiers Shot Dead By Afghan Police

Two British servicemen have been shot dead by members of theAfghan Police Force, the Ministry of Defence has said. A soldier from 1st Battalion Welsh Guards and an airman from theRoyal Air Force were killed yesterday in the Lashkar Gah district ofHelmand province, Afghanistan. Serving as part of part of an advisory team, the two troops were providing security for a meeting with local officials at a patrol base, the MoD said. Their families have been informed. The attack was carried out by two people wearing Afghan Police uniforms, an International Security Assistance Force (Isaf) spokesman said. One is on the run and the other was killed when forces returned fire, the spokesman added. Shadow Defence Secretary Jim Murphy MP told Sky News' Murnaghan programme: "There's been a real emergence of these kind of attacks by people in what appear to be allied uniforms." Major Ian Lawrence, spokesman for Task Force Helmand, said: "Sadly, it is my duty to confirm that a soldier serving with 1st Battalion Welsh Guards and an airman from The Royal Air Force have been shot and killed in the Lashkar Gah district of Helmand province. "The thoughts and condolences of everyone serving in the Task Force are with their families and friends." Since operations in Afghanistan began in October 2001, 374 members of UK forces have been killed in action in Afghanistan - bringing the total to 414 including accidents and illness.

Ocampo 4 summoned to The Hague in June

The trial preparations of the four Kenyans facing charges at the International Criminal Court kicks off in earnest on June 12 when the accused and their lawyers are scheduled to gather at The Hague for a preparatory conference. A source familiar with the trial preparations told the Sunday Nation from The Hague that trial judges have notified the parties to attend the status conference during which the rules of engagement will be defined including procedural matters and sequence of proceedings. The status conference lays ground for the trial proper whose date would depend on the issues raised and efficiency of the parties.During the meeting, the parties would have their first interaction with judges Christine van den Wyngaert (Belgium), Kuniko Ozaki (Japan) and Chile Obeo-Osuji of Nigeria who will preside over the trials The court’s decision is likely to dampen the spirits of President Kibaki who is engaged in a last ditch effort— both at home and abroad — to stop the proceedings at The Hague-based court. It comes barely two weeks after he indicated to Parliament the government’s determination to set up a local court to try those suspected to have sponsored the 2008/9 violence. Days later, the President secured a resolution by the East Africa Community for the expansion of the jurisdiction of the East Africa Court of Justice to handle the Kenyan cases. - Sunday Nation.

One killed, 300 homeless in Mathare flash floods

A woman was killed and about 300 people were left homeless after flash floods swept away houses along the Nairobi river bank in Mathare slum on Sunday morning. “The number of those affected stands at 300 families,” Red Cross official Ms Wangeci Mathenge told Nation. Starehe Police chief Aphoid Nyagah said unknown number of people were missing. “We managed to pull out the body of a woman who was swept away. We are still looking for others reported missing,” Mr Nyagah said. Battle between Tuskys' directors intensifies

The battle between directors of Tuskys Supermarket over alleged transfer of 1.6 billion shillings intensified on Thursday with the High Court summoning all its directors. On Monday the High Court judge Mohamed Warsame allowed Yusuf Kamau and Anne Wamaitha into the suit as interested parties in a case challenging warrants to search the store's bank accounts. Tusker Mattresses Limited and three directors Stephen Mukuha Kamau, George Gachwe Kamau and Frank Kamau have moved to court seeking to dismiss the search warrant. Police obtained the warrant to investigate the supermarket's bank accounts after Mugweru and his niece, Ann Gatei, made a complaint to them alleging that three co-directors had stolen 1.6 billion shillings. Elsewhere The case against former KPLC boss Samuel Gichuru and Nambale Mp Chris Okemo will be heard on the 29th of May at the high court. The two are also expected to appear at the magistrate's court for further directions. In the High Court the duo are challenging the appointment of Special Prosecutor Partick Kiage to prosecute them while at the lower court the two are challenging New Jersey request to have them extradited to answer money laundering and corruption charges.

Kibaki appoints first batch of county commissioners

President Kibaki on Friday evening named 47 County Commissioners, ending the debate over the fate of the provincial administration in the new system of devolved government. And he handed the commissioners a heavy docket, ranging from handling security issues to matters of the national government. Even though one of their functions would be to play a liaison role between national and county governments, their duties raised questions over the powers of governors who will be elected directly by voters to head the counties. The President based his decision on Section 17 of the Sixth Schedule of the Transitional Clauses which gave the government five years to restructure the provincial administration to fit in a devolved system of government. “President Mwai Kibaki has appointed County Commissioners to undertake coordination of national government functions in the 47 counties,” he said in a statement. Those named as County Commissioners are current Regional Commissioners and District Commissioners. The decision by the President, however, phased out provincial commissioners who are likely to be absorbed in ministries at the national government.Debate had intensified in the country over the fate of the provincial administration with some stating that the system should be thrown out. President Kibaki was categorical that the County Commissioners will take charge of national government duties in the devolved units. “The fourth schedule of the Constitution clearly outlines the distinct functions of the national government and those of the county governments,” he said. They will be in charge of security, facilitate conflict management and peace building efforts. Their duties will also include mobilisation of national government agencies for national events in the counties. They will have control over relations between Kenya citizens and foreigners, champion national unity and togetherness, supervise security on roads and airstrips as they maintain administrative boundaries. Two Kenyan musicians, Christine Kamau and Atemi Oyungu, have been featured on BBC World Service's Africa Beats. Africa Beats is an eight-part weekly series of multimedia programs showcasing Africa's new musical talents.

There could also be a system of preliminary hearings in which a judge could throw out spurious cases. Following a draft bill last year, a full bill is now expected.

 

 

Removing full right of appeal for family visitors

 

Home Office, 10 May 2012

A clause in the Crime and Courts Bill, published today, will remove the full right of appeal for those applying to enter the UK as a family visitor. Subject to Parliamentary approval and Royal Assent, this change is expected to come into force by 2014. Refused applicants will still be able to appeal on limited grounds of human rights or race discrimination. In June 2012 we will also introduce secondary legislation which will tighten the family and sponsor definitions in family visit visa appeals. Subject to Parliamentary approval, these changes are expected to come into force in July 2012. Those applying to visit a cousin, uncle, aunt, niece or nephew will no longer have access to a full right of appeal, and to use that appeal right, the family member being visited in the UK must have settled, refugee or humanitarian protection status. These changes will only affect applicants who have been refused a visa to visit family members. No changes are being made to the rules governing who can qualify for entry to the UK as a visitor and genuine visitors are welcome.

 

Consultation

Between July and October 2011, the Home Office carried out a consultation on whether applicants refused a family visit visa should have a full right of appeal. 39 per cent of respondents felt that a full right of appeal should not be retained for this category and 28 per cent felt that it should. 33 per cent didn't comment. The Independent Chief Inspector will continue to monitor visa refusals where applicants have no full right of appeal and the UK Border Agency will use this feedback to improve our application and decision making processes. Further changes following the 2011 family migration consultation will be announced in due course. As well as removing the full right of appeal for family visit visas, the Crime and Courts Bill also includes provisions relating to UK Border Agency investigatory and other powers.

Advocates say the migrants are victims of racism, discrimination and decades of poor policy. But some citizens and politicians argue the rising number of “infiltrators” – as they call them – is leading to crime and a fall in living standards. Less than two weeks earlier, a number of molotov cocktails were launched into four homes and one kindergarten in Israel’s refugee community of Shapira. Kenya trial Briton Jermaine Grant 'linked to 7/7 bomber'

 

A British man on trial in Kenya for an alleged bomb plot was linked to the widow of one of the 7/7 London bombers, the prosecution has said. It says Jermaine Grant, aged 29, was working with fugitive Samantha Lewthwaite, the widow of London underground bomber Jermaine Lindsay. The charges come as Grant's trial opened in the coastal city of Mombasa after lengthy delays. The Londoner denies allegations that he possessed explosive materials. Grant - who was arrested last December - has already been jailed for being in Kenya illegally. On Thursday, Kenyan government prosecutor Jacob Ondari alleged that Grant and Ms Lewthwaite had worked together over the alleged plot. "She is believed to be the financier of the whole thing," Mr Ondari said. Ms Lewthwaite, 28, is wanted by the Kenyan authorities and is believed to be travelling on a forged passport. Her husband blew himself on a London Underground train on 7 July 2005, killing 26 people. The prosecution will allege that the 29-year-old was, together with three Kenyan co-defendants, plotting to detonate their explosives with the aim of killing civilians. One of the co-defendants was identified as Grant's wife, Warda Breik Islam, according to AFP news agency.

 

Bomb-making ingredients

Although Grant made his first court appearance on Wednesday, the case failed to start because his criminal file was reportedly incomplete. The first prosecution witness finally appeared, after more delays on Thursday morning. Police say that when they raided the house Grant was staying in last year, they found ingredients needed to make a bomb - hydrogen peroxide and ammonium nitrate, as well as batteries and electrical switches. A recent report by security think-tank the Royal United Services Institute (Rusi) claimed Britons accounted for about 50 of the estimated 200 foreigners fighting with the Somali militant group al-Shabab, which has links to al-Qaeda.

A high-profile conference on Somalia organised by the British government earlier this year was prompted, in part, by the fear of what these battle-hardened and radicalised young men might do if they return to the UK, our correspondent says. Grant, from Newham in east London, was first detained in Kenya near the Somali border in 2008, but escaped police custody. He is said to have been sprung from a police station by a group of militants belonging to al-Shabab. Last October, Kenya sent troops into Somalia to pursue the group, blaming it for a recent wave of abductions which threatened its tourism industry. Al-Shabab denied any involvement and said the Kenyan incursion was an act of war and it would take revenge. The group is now under pressure on a number of military fronts in the south of Somalia - but still mounts frequent attacks and controls much of the country. This year the African Union force in Somalia, which supports the UN-backed interim government, was boosted from 12,000 troops to nearly 18,000 to incorporate the Kenyan troops.

Government closes Mai Mahiu-Narok road

The government has closed the Mai Mahiu- Narok road indefinitely for heavy commercial vehicles after a section of it was washed away by floods. Roads Minister Franklin Bett said the road will however remain open to motorists whose weight is below 10 tonnes and will be opened for the heavy commercial vehicles when the rains subside. Bett said the current rains have wrecked havoc on major roads adding that the government was working hard to contain the situation. ‘We will have a diversion here and it will only be prudent for heavy commercial vehicles to use alternative routes to their destinations'. Bett who was accompanied by Roads PS Michael Kamau was speaking to the press after leading a high powered government delegation to assess the damage caused on the 98km road. He said the ministry would spend a total of KSh 10Bn to rehabilitate all the damaged sections of five major roads in the country. He said the money was needed immediately but the ministry was overstretched and called on the treasury to provide for the funds. ‘There have been wash outs along Sondu , Kibwezi, Lokichogio, Narok, Maragua and other areas and this will need urgent repairs'. Bett said several bridges had been damaged and some areas washed out and the ministry was taking measures to ensure safety of motorists in the country.

As Portugal cuts public holidays to boost economy – could it work in the UK?

Now the south European country has four fewer days off (still one more than Britain). Times are hard in Portugal – even harder than they are in the UK. Unemployment is at 13% (compared with 8.3% in the UK), debt is more than triple the country’s total earnings and it has already been forced to go cap in hand to the EU and IMF for a bailout to keep its government solvent. As a response the southern European state has been forced to metaphorically “cancel Christmas” – with four public holidays axed for the next five years in an attempt to get the country growing again. “The fact that Portugal is willing to cut public holidays clearly demonstrates that it is taking its austerity measures very seriously,” Richard Driver, analyst for Caxton FX, told Yahoo! Finance.  “Another struggling southern European country, namely Greece, would be wise to take a leaf out of Portugal’s book, thereby giving a lift to the entire eurozone.” Of course, that still leaves Portugal’s workers with 10 public holidays, one more than the UK gets, even with the extra day we have off this year to celebrate the Queen’s Diamond Jubilee. But with the UK technically back in recession, would cutting out holidays here help? “Contrary to popular wisdom it is working and not partying that drives the economy,” said Trevor Greetham, from Fidelity Worldwide Investment.

 

 

Half of all British men will be obese by 2040, claim experts

Nearly half of all men and more than a third of all women will be obese within the next 30 years, experts have warned. They claim that if current trends continue the cost of treating related illnesses such as heart disease, diabetes and cancer will soar to £320 billion in the next two decades. The predictions, made at European Congress on Obesity, were calculated by extrapolating current rises into the future. The conference in Lyons, France, heard that in 1993, only round 10 per cent of English men aged between 18 and 40 were classed as obese. Today, the figure stands at 20 per cent. By 2030, 40 per cent of young men in England are predicted to be obese, and by 2040 the figure will hit 45 per cent. With more than four in every ten classified obese, it will represent a 350 per cent rise in just under 50 years. The figures also show that young woman will be getting fatter. In 1993, 12 per cent of English women aged between 18 and 40 were obese, and today the figure stands at 21 per cent. By 2030, it is predicted to rise to 33 per cent, and by 2040, to 40 per cent.

 

Barack Obama endorses gay marriage

President Barack Obama on Wednesday night risked incurring the electoral wrath of America’s socially conservative heartlands by announcing that he now favours legalising gay marriage across the US. Speaking hours after North Carolina became the 30th state in the country to explicitly outlaw same-sex marriage, Mr Obama told a specially-convened interview that “personally” he supported them. “It is important for me to go ahead and affirm that I think same-sex couples should be able to get married,” he told ABC News. His wife, Michelle, “feels the same way that I do,” he added. Mr Obama said his view had been affected by the realisation that his daughters, Sasha and Malia, would be bemused at the notion that the same-sex parents of friends “would be treated differently”.

 

London 2012 Olympics: torch begins its journey to

London following lighting ceremony in Olympia

The Olympic torch has begun its journey to London after surviving a scare when the sacred flame was extinguished shortly before it was used to light the 'cheese grater'.A gust of wind put the flame out as it was being carried out in a bowl from the temple of Hera, where it had been lit from the rays of the sun, into the ancient stadium in Olympia. The Priestess carrying the flame had to leave the arena and re-light the bowl from a lamp that had been lit earlier as insurance against the flame going out. The London torch was then successfully lit and the first leg of the relay was run through the ancient Olympic stadium by Liverpool-born Greek swimming world champion Spyros Gianniotis. He handed the torch to Alex Loukos from Newham, 19, who was a member of the victorious London bid team in Singapore in 2005. The torch will travel around Greece for a week before arriving in Cornwall on Friday May 18.

MP pleads with govt over demolitions

Kathiani Member of Parliament Wavinya Ndeti is pleading with the government to suspend a proposal to demolish business premises in Mlolongo town allegedly constructed on road reserve. While acknowledging that the said land was trust land, Wavinya says the 4.5 acres piece of land was given to the people of Mlolongo by former president Daniel Arap Moi. She however says business people from the area have since bought an alternative piece of land for the government. After years of negotiations with the ministry of roads, business people from Mlolongo town seems to have finally succeeded in reaching an amicable solution.The ministry had given an order to demolish buildings built on road reserve in the town saying it was meant for parking of trailers on transit.  Kathiani Member of Parliament Wavinya Ndeti is however calling on the government not to bring down the buildings and instead allow the business people to buy them an alternative land.  The said piece of land was allegedly given to the people of Mlolongo by retired President Daniel Arap Moi, and some of the owners agree that they have been living there on borrowed time.

Wavinya says demolishing the buildings will mean massive loss to the owners as well loss of jobs for the youths working there.Elsewhere Marakwet East constituents are up in arms over revelations that huge sums of money from the Constituency Development Fund kitty have been embezzled. They are now demanding an immediate freeze of all accounts belonging to the fund as well as resignation of their current member of parliament Linaa Jebii Kilimo. A report by the National Taxpayers Association revealed that Marakwet East constituency led by assistant minister for Co-operative development Linah Jebii Kilimo was one of the worst performing having misappropriated 16 million shillings during the 2009/10 financial year. Led by Wilfred Bellion, the residents called for disbandment of the current CDF committee adding that police should also move in and conduct investigations. They allege that the funds were siphoned through numerous ghost projects including schools, health facilities and bursary funds for students in the region. They further accused the MP for awarding tenders to her political cronies...ups..The residents identified a number of companies that are associated with the assistant minister that have for long been awarded tenders at the constituency. The report by the NTA states that, Marakwet East Constituency was allocated 31 million by the treasury however, 50 per cent of the cash cannot be accounted for.

NSIS warns of political chaos in Kenya

The national intelligence service agency has warned the government of the possibility of violence as the country heads to elections. According to Prime Minister Raila Odinga, the National Security and Intelligence Service (NSIS) has informed the government that there are strong indicators of violence due to an increase in tribal politics which it has warned, is fuelling ethnic hostilities. (READ: Tribal groupings work against national unity, says Moi). “The service has warned and I quote; The recent trend where a section of the political elite have resorted to using ethnic groups for political mobilisation in order to advance personal and community interests to the exclusion of other sections is posing a threat to national cohesion and security,” the PM said on Wednesday. Part of NSIS’s mandate is to identify threats against the security of Kenya, collect and analyse intelligence on these threats and advise the government through appropriate intelligence reports. The service was accused of not providing sufficient intelligence on time during the 2007/2008 post-election violence. The unit, in its caution to the government noted that use of tribal groupings to rally ethnic communities to denounce the ICC process may lead to deterioration of inter-ethnic tensions pitting those perceived to be for and against the process.The increasing trend where most political parties attract bedrock support from specific ethnic groups is also fuelling ethnic hostilities.The PM said this as he issued a statement in Parliament outlining measures the Government has put in place to prepare for the coming elections. - Daily Nation.

President Kibaki signs four bills into law

President Mwai Kibaki at his Harambee House Office Wednesday signed four bills into law. The bills signed into law included; The Kenya School of Government Act, 2012; The Kenya Deposit Insurance Act, 2012; The Public Service Superannuation Scheme Act, 2012 and The Supplementary Appropriation Act, 2012. The Kenya School of Government Act establishes the Kenya School of Government as a successor to the Kenya Institute of Administration and the Kenya Development Learning Centre. The Act stipulates the powers, functions and administration of the School among other provisions. Former Government Training Institutes automatically become the campuses of the School and a director-general shall be appointed to head the institution. The School shall provide learning and development programmes to build capacity for the Public Service among other functions. On its part the Kenya Deposit Insurance Act provides for the establishment of a deposit insurance system and for the receivership and liquidation of deposit taking institutions. The Act also provides for the establishment of the Kenya Deposit Insurance Corporation. With regard to the Public Service Superannuation Scheme, the Act establishes the Contributory Public Service Superannuation Scheme for providing retirement benefits to persons in the public service. The Supplementary Appropriation Act on its part authorizes the issue of money out of the Consolidated Fund and their utilization towards the service of remaining period of this current financial year and appropriating the money for appropriate public services.

A Kenyan lady has passed away in California, USA. The late Jane Kanini Mutua passed away on Sunday morning May 6th 2012. Jane started experiencing difficulties in breathing at home when one of her daughters called the ambulance. She was rushed to the hospital but died later after several attempts to resuscitate her failed. Jane is from Embu in Kenya and a single mother of two young girls Lucinda Gatumu 24 years and Tracy Gatumu in 12th grade. Scientific Ghost City To Test Future Technology

A "world first" $1bn scientific ghost city will be built in New Mexico to test the latest next-generation technology. Researchers will use the facility in Lea County, near Hobbs, to look at everything from intelligent traffic systems and next-generation wireless networks to automated washing machines and self-flushing toilets. The town will be modelled on the real city of Rock Hill, South Carolina, complete with roads, houses and commercial buildings, old and new. No one will live there, although they could as houses will include all the necessities, like appliances and plumbing. The point of the town is to enable researchers to test new technologies on existing infrastructure without interfering in everyday life. For instance, while some researchers will be testing smart technologies on old grids, others might be using the streets to test self-driving cars. Hobbs Mayor Sam Cobb said: "It brings so many great opportunities and puts us on a world stage." The city will be built by Pegasus Holdings and its New Mexico subsidiary, CITE Development. The Centre for Innovation, Technology and Testing (CITE) is being billed as a first-of-its kind smart city that will be developed on about 15 square miles west of Hobbs. Bob Brumley, senior managing director of Pegasus Holdings, said work on the city will begin by June 30 . The initial development cost is estimated at $400m, although Mr Brumley estimates the overall investment in the project to top $1bn. The project is expected to create 350 permanent jobs and about 3,500 indirect jobs in its design, development, construction and ongoing operational phases.

 

Club shooting suspects arraigned in court

 

The Managing Director of Nairobi's Club Clique was today arraigned in court to face murder charges. Jackson Maina Wangui the owner of Club Clique along Baricho Road in Nairobi appeared in court alongside Joseph Kilalo, one of the club's security guards but could not take plea since the victim had not yet been identified and the police have not yet completed their investigations. Justice Nicholas Ombija ruled that the accused persons be held at the Industrial Area Police Station till the 15th of May as the police complete their investigations, and they will take their plea then. The two were arrested Tuesday over the killing of a patron who had gone for the Monday Reggae Night. Police say the victim was dragged out of the club at 3 am by a security guard and shot at close range. The victim is yet to be identified as no identification documents were found on him. - VIDEO

US self-defence expert banned from entering UK

An American expert in violent self-defence has been excluded from entering the UK by the Home Office. Tim Larkin tried to board a plane from his home in Las Vegas on Tuesday, but was given a UK Border Agency letter saying "his presence here was not conducive to the public good". Mr Larkin, who was due to host seminars, told the BBC the move was a "gross over-reaction". The Home Office said he was subject to an exclusion order. A spokeswoman said: "The home secretary will seek to exclude an individual if she considers that his or her presence in the UK is not conducive to the public good." Mr Larkin - who trained as a US Navy Seal - runs a company teaching combat to military and law enforcement clients in the United States.

Pound Soars As Crisis-Hit Euro Weakens

Sterling has hit a near three-and-a-half year high against the euro in the wake of new political uncertainties in the eurozone, paving the way for cheaper holidays for UK tourists. The pound has risen against the single currency to levels not seen since autumn 2008 after elections in France and Greece at the weekend cast doubt on the viability of austerity plans aimed at tackling the eurozone debt crisis. It prompted leading foreign exchange outlets, including Travelex, to sell euros at a rate of about 1.20 to the pound for the first time in years, meaning UK travellers to eurozone countries can expect to get far more for their money. Analysts said the pound could extend its gains even further if politicians failed to form a new Greek government following an election result that called into question the terms of the country's international bailout. But they also warned that sterling would come under pressure if debt contagion and economic slowdown in the eurozone started to further weigh down the UK economy.

Traders in London reacted cautiously to the weekend election results from Greece and France, where socialist Francois Hollande beat current president Nicolas Sarkozy. On the first day of trading after the long bank-holiday weekend, the FTSE 100 share index fell, following a roller-coaster ride on the European markets on Monday. As both results indicated a public and political sea change against austerity, the eurozone sovereign debt crisis entered a new chapter - sending markets within the single currency bloc into chaos. The stock market in Athens fell by 7% on Monday after mainstream parties fell short of a governing majority in Sunday's election, putting at risk hard-won agreements to save the country's economy and eurozone membership. The crisis-hit nation could now face another round of elections next month unless the leader of the left-wing Syriza bloc can bring together the parties who campaigned on an anti-austerity message. Ideological differences between the parties look set to complicate the task and any rejection of the previous government's cuts and the international bailout deal is likely to cause serious political and financial instability. In the wake of the elections, German Chancellor Angela Merkel, the chief proponent of austerity as the main way out of the eurozone crisis, said it was "of utmost importance" that Greece sticks to its reform path.

Prince Philip took his 25-year-old wife for a walk in Treetops hotel gardens and told her that her father was dead and she was now Queen and head of the Commonwealth. "We Kenyans feel like we own the queen" because she became Queen in Kenya said Njonjo .she was already Queen when she landed at Heathrow. Nine found guilty of child sex charges

Nine men have been convicted of being part of a child sexual exploitation ring in Greater Manchester. The men, from Rochdale and Oldham, "groomed" girls, one as young as 13. Liverpool Crown Court heard the men plied their victims with drink and drugs so they could "pass them around" and use them for sex. The case, involving Asian defendants and white victims, sparked protests by far-right groups but police insist the grooming was not "racially motivated". The offences which centred on Heywood included rape, trafficking girls for sex and conspiracy to engage in sexual activity with a child. Two of the defendants on trial, Qamar Shazad and Liaquat Shah both of Rochdale, were acquitted and walked free from court. The court was told that the abuse, which began in 2008, took place at two takeaways in the town involving a group of men aged between 24 and 59. The most widely trailed measure expected to be included in the Queen's speech is the long awaited move to split banks into their retail and investment banking functions. The aim is to prevent the investment activities of a bank jeopardising its retail (high street) operations. The move was recommended by Sir John Vickers, after he was given the job of reviewing the banking sector in the wake of the financial crisis. It also suggested that only ring-fenced banks should be permitted to offer retail (high street) banking services. The retail arms would not be allowed to trade in derivatives or other exotic financial instruments blamed for the financial crash. Banks would have until 2019 to make the changes. A white paper is expected in June with draft legislation to follow in the autumn.

Enterprise and Regulatory Reform Bill

A wide-ranging bill which will reportedly bring in changes to the pay of top executives, rules on employment tribunals and redundancy and cut red tape for businesses. Companies such as Aviva and Barclays have recently seen embarrassing shareholder votes on the pay of their senior managers. Business Secretary Vince Cable is said to be keen change the rules to give shareholders a binding vote on on top pay policies. A requirement for a majority of 75% of shareholders to approve pay deals is thought to have been dropped following opposition from business leaders. It has been reported that the government wants a more "streamlined" employment tribunals system, with ministers said to favour the restriction of tribunals to cases of serious discrimination only.

Crime, Communications and Courts Bill

Driving under the influence of drugs could be made its own specific offence in this bill. In the future, police will be equipped with handheld detection devices to test saliva at the roadside in a similar way to using a breathalyser to test for alcohol. Offenders could face a fine of up to £5,000, a driving ban of at least 12 months as well as a prison term. The exact drugs covered by the offence and the specified limits for each will be decided following advice from a scientific review panel and public consultation.

Lords Reform Bill

Despite tension between the Coalition partners, a bill to bring in an elected senate to replace the House of Lords is expected to be announced. The Liberal Democrats have championed the changes, but all three main parties committed to reform in their 2010 manifestos. Under current Government plans the new senate would be made up of 300 members, with 80% of them elected. The bill could prove controversial and face substantial opposition in both chambers. Conservative backbench MPs have warned that reform is a distraction from more pressing concerns about the economy. The bill, which is expected to prove difficult to pass, may mean that other bills, for example on social care, are dropped in order to make room for it.

National Crime Agency

Back in 2010, the Government pledged to establish a new National Crime Agency "to lead the fight against organised crime", enhance border security and fight fraud and cyber crime. Some have dubbed it 'Britain's FBI'. Legislation was promised at the "earliest suitable opportunity" and it is likely to be included in this Queen's Speech, with the new agency fully operational by December 2013.

Public Sector Pensions

Proposed changes to public sector pensions have led to large scale industrial action, but the Government looks set to move forward with its proposals. Chief Secretary to the Treasury Danny Alexander has talked of the need to legislate for changes, such as a move to career average schemes, in the next parliamentary session. This will allow the new schemes to start from 2015.

Grocery Code Adjudicator Bill

This was introduced as a draft bill in the 2010-12 session and is now expected to be introduced as full legislation. It would create a new body to adjudicate between suppliers and retailers such as big name supermarkets to make sure suppliers get a fair deal. Those failing to do so could be 'named and shamed' or fined.

Defamation Bill

The Government has already investigated ways in which to reform libel laws, which could include claimants having to show they have suffered serious harm before suing for defamation. There could also be a system of preliminary hearings in which a judge could throw out spurious cases. Following a draft bill last year, a full bill is now expected.

Televising court proceedings

Reports have suggested that measures in the Queen's Speech could allow courts in England and Wales to start televising some of their proceedings. It is likely experiments would start with the Court of Appeal, but sentencing of criminals and the summing up of judges may also be included.

Internet surveillance

Back in April, David Cameron announced that he wanted to see "gaps" in national security plugged, which included plans for increased internet monitoring. This caused friction with his Liberal Democrat partners. President of the party, Tim Farron MP said they would "kill" any such plans. However, a draft bill is reportedly due to be announced.

Water Bill

A Water Bill that would introduce new controls on taking water out of rivers and give new guidance for water companies for longer term planning is expected to be included in the Queen's speech, but only in draft form. Although the Government originally committed to bring forward a full bill "as soon as parliamentary time allows", sources now say no bill will be put before MPs until the third session of parliament.

But what looks like it hasn't made it into the programme?

Social care

Possibly the biggest casualty of creating room for House of Lords reform, a bill to reform social care for the elderly and disabled now looks unlikely to be included in the Queen's Speech. A white paper on the issue was due by Easter but has been delayed until the summer. Campaigners have written to David Cameron urging him to prioritise reforms amid fears that some changes - such as who pays for care - could be delayed until after 2015.

Gay marriage

In his 2011 conference speech, David Cameron announced his support for gay marriage but it has not proved popular with some of his Conservative colleagues. George Osborne told the BBC that whilst he supported the move personally, opposing views had to be listened to in a future consultation. This suggests it is unlikely to feature as a bill, or even a draft bill, in this Queen's Speech.

Higher Education Bill

This bill, as promised in the Higher Education White Paper, was expected to open up the university sector to private providers. However, reports in January this year suggest these reforms will be delayed indefinitely, possibly until after the next election.

High Speed Rail

The Government has committed to build a high speed rail link between London and Birmingham, and in time to Manchester and Leeds. A hybrid bill, like the one needed to build Crossrail in London, will have to be passed before work can start on the project. But reports suggest that there will be no such bill this time round.

Overseas aid

A long held goal to enshrine a target of spending 0.7% of GDP on overseas aid may now fall by the way side amid reports that it has been dropped from the Government's next legislative programme.

The benefits of napping

 

With age come changes in the structure and quality of our sleep. After about age 60, we have less deep (slow-wave) sleep and more rapid sleep cycles, we awaken more often, and we sleep an average of two hours less at night than we did as young adults. It was once thought that older people didn’t need as much sleep as younger ones, but experts now agree that’s not the case. Regardless of age, we typically need seven-and-a-half to eight hours of sleep to function at our best. So if you’re not getting enough sleep at night, what about daytime naps? Or does napping disrupt the sleep cycle, ultimately yielding less sleep and more daytime drowsiness?

These questions were addressed in a recent study by researchers at the Weill Cornell Medical College in White Plains, N.Y., and published in the Journal of the American Geriatrics Society (February 2011). The authors concluded that napping not only increases older individuals’ total sleep time—without producing daytime drowsiness—but also provides measurable cognitive benefits.

The study. This small but well-designed study involved 22 healthy women and men ages 50 to 83 who agreed to be evaluated in a sleep laboratory. During a one- to two-week preliminary period, participants kept sleep logs at home and wore monitors to track their nighttime movements. They were then brought into the sleep laboratory for three nights and two days and given a thorough sleep evaluation (using polysomnography and other techniques) and a battery of cognitive tests. After this initial laboratory session, participants started a month-long daily napping routine at home: half took short (45-minute) naps, and half took longer (two-hour) naps. After the second and fourth weeks, all returned to the lab for repeat assessments.

The results. By study’s end, total sleep time had increased by an average of 65 minutes in the participants assigned to two-hour naps, and by an average of 20 minutes in those assigned to 45-minute naps. Participants found it harder to adhere to the two-hour nap schedule, but neither long naps nor short naps disrupted nighttime sleep or led to daytime sleepiness. Napping increased the time spent in slow-wave and rapid-eye-movement (REM) sleep, which are thought to play important roles in restoring the body and brain. Whether they took long naps or short naps, participants showed significant improvement on three of the four tests in the study’s cognitive-assessment battery.

Limitations and implications. Only people in good physical and mental health were included in the study, so it’s unclear whether a 45-minute or two-hour napping regimen would be as helpful to older adults with sleep disorders or medical conditions. The study tells us nothing about the effects of shorter naps (for example, so-called power naps) on waking function. Moreover, the study was brief: napping-related cognitive function was measured after only two weeks and four weeks. Whether the improvements observed during the study would continue during subsequent weeks of napping is not known. Nevertheless, the findings provide further evidence that for older people, a daily nap can add to total sleep (as well as time in restorative sleep) and improve daytime function.
